The Jasper Newton County Public Health District provides clinical breast exams, cervical pap smears, and mammograms for women 50 to 64 years of age.

The exams are available to women without insurance (no Medicare or Medicaid) and who meet income guidelines and age requirements.

Breast and Cervical Cancer Services (BCCS) Program Overview

The Breast and Cervical Cancer Services (BCCS) program is created to reduce the morbidity and mortality of breast and cervical cancer by offering clinical breast examinations, mammograms, pelvic examinations, and Pap tests throughout Texas at no or low-cost to low income women who have no health insurance.

Eligibility Requirements

In order to qualify for BCCS a person must:

  • Be a Texas resident
  • Meet certain age requirements (see below)
  • Be uninsured or unable to pay the insurance deductible or co-payment
  • Not be eligible for other programs that provide same services
  • Have an income at or below 200% poverty level (see table 1)

Breast Screening Age Requirements

  • 50-64 (priority population)
  • 40-49 (limited services)

Breast Diagnostic Age Requirements

  • Women may receive diagnostic services if they have an abnormal clinical breast exam and/or an abnormal mammogram

Cervical Screening Age Requirements

  • Women 21-64 yrs

Cervical Diagnostics Age Requirements

  • Women Ages 18-64

Medicaid for Breast and Cervical Cancer (MBCC) Program Overview

MBCC is a special Medicaid program authorized by federal and state laws to provide access to cancer treatment services for qualifying, low-income women. MBCC provides full Medicaid coverage for women while undergoing active treatment for breast or cervical cancer.

The Department of State Health Services’ program the Texas Breast and Cervical Cancer Services (BCCS) offers clinics to help women complete an MBCC application.
